Oracle has announced plans to invest US$5bn in the UK over the next five years
Investment will support government AI strategy and meet growing demand for cloud services across healthcare, finance and defence sectors

Oracle has announced plans to invest $5 billion over the next five years to expand its cloud infrastructure in the United Kingdom, a move that aligns with the UK government’s strategy to position the country as a global leader in AI.

The investment will expand Oracle Cloud Infrastructure (OCI) operations across the UK and support delivery of cloud computing services to public and private sector organisations in healthcare, financial services, defence, retail and manufacturing.

The five-year investment programme comes as demand for cloud services continues to increase across British industries. The expansion will enable organisations to access comprehensive AI and cloud computing services, including sovereign AI capabilities and multicloud functionality.

The Secretary of State for Science, Innovation and Technology, Peter Kyle MP, welcomed the investment as evidence of the UK's growing prominence in the AI sector.

“The UK is determined to lead the world in AI innovation, and today’s announcement from Oracle is a testament to our nation's growing strength in this sector,” he said. “This $5 billion investment will accelerate our AI ambitions, providing businesses and public services with cutting-edge cloud infrastructure to drive productivity, enhance security and unlock new opportunities for growth – driving forward our Plan for Change.”

Oracle Distributed Cloud services provide control and flexibility for UK customers

The investment will support expansion of Oracle’s distributed cloud portfolio, which includes public cloud regions – dedicated cloud capabilities for organisations requiring strict control – and hybrid cloud services for companies that maintain on-premises operations.

Oracle recently introduced 50 AI agents within its Fusion Cloud Applications Suite. These agents execute repetitive tasks across business functions including finance, supply chain, HR, sales, marketing and service. The expanded UK infrastructure will increase access to these AI innovations for British organisations.

The company’s distributed cloud services offer multiple deployment models. The public cloud option provides hyperscale regions that serve organisations of any size, including those that require EU sovereignty controls. For customers seeking to run cloud services in their own data centres, Oracle offers OCI Dedicated Region, while partners can resell and customise cloud services through Oracle Alloy.

Oracle also operates separate government clouds for the US, UK and Australia, as well as Isolated Cloud Regions for national security purposes. Each provides a full cloud and AI stack that customers can deploy as a Sovereign Cloud.

The hybrid cloud offerings deliver cloud services on-premises via Oracle Exadata Cloud@Customer and Compute Cloud@Customer, with deployments currently managed in over 60 countries. For edge computing applications, the company provides OCI Roving Edge Infrastructure with ruggedised portable devices for remote AI inferencing.

Oracle’s multicloud approach includes physical deployment within other hyperscale cloud providers, including AWS, Google Cloud and Microsoft Azure. This integration provides Oracle database services across clouds, alongside interconnect options for Microsoft Azure and Google Cloud customers.
