Why Amazon is Committing $50bn to Federal AI Infrastructure

Amazon Web Services announces $50bn plans to build first purpose-built AI and high-performance computing infrastructure for US federal agencies

Amazon has announced plans to invest up to US$50bn in expanding AI and supercomputing infrastructure for US government agencies in a move that will add nearly 1.3 GW of compute capacity across AWS Top Secret, AWS Secret and AWS GovCloud (US) Regions.

The project, scheduled to break ground in 2026, will be the first time a commercial cloud provider has built AI and high-performance computing infrastructure specifically for government use. Federal agencies will gain access to AWS’ AI services across all classification levels, from unclassified to top secret environments.

AWS: Expanded capacity across classified regions

The new data centres will feature compute and networking technologies designed to support government workloads. Federal agencies will be able to access Amazon SageMaker AI for model training and customisation, Amazon Bedrock for model and agent deployment, Amazon Nova, Anthropic Claude and open-weights foundation models. The infrastructure will also include AWS Trainium AI chips and Nvidia AI infrastructure.

These capabilities will be available to existing and future US government customers across the three AWS government regions. The investment aims to provide federal agencies with infrastructure for developing custom AI solutions, processing datasets and improving workforce productivity.

“Our investment in purpose-built government AI and cloud infrastructure will fundamentally transform how federal agencies leverage supercomputing,” says Matt Garman, AWS CEO. “We’re giving agencies expanded access to advanced AI capabilities that will enable them to accelerate critical missions from cybersecurity to drug discovery.”

The investment aligns with the Trump administration’s AI Action Plan, released in July 2025, which identifies over 90 federal policy actions across three pillars: Accelerating Innovation, Building American AI Infrastructure and Leading in International Diplomacy and Security. The company currently supports more than 11,000 government agencies through its cloud services.

Amazon Web Services maintains lead in cloud market

AWS holds 29% of the global cloud infrastructure market as of the third quarter of 2025, ahead of Microsoft Azure at 20% and Google Cloud at 13%, at a time when tech companies, including OpenAI, Alphabet and Microsoft, are pouring billions of dollars to build out AI infrastructure. Global cloud infrastructure service spending reached US$107bn in the third quarter of 2025, according to Statista.

Amazon has committed approximately US$100bn to AWS infrastructure throughout 2025. The company announced a US$20bn investment in Pennsylvania data centres in June 2025, days after committing US$10bn to expanding infrastructure in North Carolina. The Pennsylvania investment includes plans for data centres in Salem Township and Falls Township, with one facility being built alongside the Susquehanna nuclear power plant.

Powering government cloud infrastructure

Amazon Web Services launched AWS GovCloud (US-West) in 2011, becoming the first cloud provider to build infrastructure specifically for government security and compliance requirements. In 2014, the company introduced AWS Top Secret-East, the first air-gapped commercial cloud accredited to support classified workloads.

AWS launched its Secret Region in 2017, becoming the first cloud provider accredited across all US government data classifications. Between 2018 and 2025, the company expanded its government cloud infrastructure with AWS GovCloud (US-East), AWS Top Secret-West and AWS Secret-West Regions.

Matt says: “This investment removes the technology barriers that have held government back and further positions America to lead in the AI era.”
