SAP invests in sovereign cloud infrastructure amid rising cyber threats and tightening data sovereignty regulations

As cyber threats increase and regulations tighten around data sovereignty, government agencies and critical infrastructure operators face mounting pressure to modernise their systems while maintaining control over sensitive data.

This need for organisations to seek cloud solutions that meet national security requirements has led cloud providers to develop platforms that allow organisations to maintain data within national borders while accessing modern software capabilities.

Now, SAP has announced plans to invest €2bn (US$2,098bn) in its sovereign cloud platform as security-conscious government agencies seek greater control over mission-critical data.

Recent geopolitical shifts have intensified pressure on organisations responsible for critical functions to enhance their security measures as they face increasing threats from malicious actors targeting their operations, while regulatory requirements continue to tighten.

SAP’s initiative targets such organisations in sectors including government, defence and critical infrastructure, where data sovereignty and security requirements limit cloud adoption.

The platform provides infrastructure, platform and software services that comply with national data protection regulations.

This investment forms part of a broader commitment to AI and cloud infrastructure over the next five years across Europe, as the company expands its sovereign cloud services beyond its current six-country footprint.

SAP’s sovereign cloud services expand beyond initial markets 

SAP’s service currently operates in the UK, US, Australia, New Zealand, Canada and Germany.

“We are convinced that we need a new view on sovereignty in the digital age. One that goes beyond eliminating risk by actively creating value. With SAP Sovereign Cloud, we are implementing this approach.”

As a result, the company has structured its sovereign cloud offering around “a holistic approach to sovereign cloud”, says Martin, including: 

  • Data sovereignty
  • Operational sovereignty
  • Legal sovereignty
  • Technical sovereignty

Management changes signal focus on government sector

To support the expansion, SAP's supervisory board has established a Government Security Committee to maintain focus on security-sensitive customers at board level, as well as creating a new Sovereign Services & Delivery unit to coordinate cloud infrastructure, compliance and digital transformation services.

Therefore, the sovereign cloud platform provides customised deployments on dedicated in-country infrastructure, allowing organisations to maintain control over data while accessing SAP's enterprise software capabilities – which enables compliance with varied national requirements rather than offering standardised solutions.

These applications can now be deployed in environments that meet stringent national security requirements.

The challenges of security-sensitive organisations

SAP reports that security-sensitive organisations face obstacles in digital transformation due to their unique requirements.

However, the company's sovereign cloud services aim to address these challenges while enabling organisations to leverage their data effectively.
