Stéphane Israël joins AWS to lead European Sovereign Cloud and boost digital sovereignty across the continent

Stéphane Israël is joining Amazon Web Services (AWS) as its Managing Director of the AWS European Sovereign Cloud.

The AWS European Sovereign Cloud, backed by an investment of €7.8bn (US$9.1bn), aims to deliver the only fully featured, independently operated sovereign cloud designed specifically to meet Europe’s stringent regulatory, data residency and operational autonomy requirements.

Stéphane Israël joins AWS

Stéphane brings a wealth of experience in European technology and leadership to his new role at AWS, which he will formally take up in October. 

His previous roles include CEO of Arianespace, Europe’s leading satellite launch company and a key launch provider for Amazon’s Project Kuiper, as well as his recent post as a Partner at Boston Consulting Group (BCG).

Based in Berlin, Stéphane will work alongside Kathrin Renz, Vice President of AWS Industries.

Together, they will oversee the operations, sales, infrastructure, technology and services of the European Sovereign Cloud GmbH legal entity, ensuring autonomous control and governance within Europe.

AWS’ European Sovereign Cloud responds to growing demands for data sovereignty across public and private sectors in Europe. 

Unlike existing AWS Regions, this cloud infrastructure will be entirely located within the European Union, both physically and logically separated from other AWS infrastructure worldwide.

It will operate under strict sovereign controls, with all personnel controlling day-to-day operations – including data centre access, support and customer service – being EU residents.

The cloud will mirror the full capabilities and innovation pace of the established AWS global cloud platform, including the same expansive service portfolio covering the likes of storage, compute, AI, ML, analytics, IoT and security.

Customers can transfer existing AWS workloads seamlessly to the sovereign region without major changes to architecture or tools.

Ensuring sovereign assurance

At its core, the European Sovereign Cloud utilises the AWS Nitro System, a cutting-edge security architecture that enforces strict logical separation between customer data and host systems, with no AWS access to customer data through technical back doors.

Complemented by a dedicated Security Operations Center run under European management, the cloud infrastructure has tamper-resistant hardware, multi-layer encryption and comprehensive controls to achieve high levels of security and compliance.

A long-term commitment to Europe’s digital economy

AWS’ investment into the sovereign cloud extends through 2040 and includes the development of new data centres alongside workforce training and skill development programmes around cloud and digital transformation. 

This initiative is expected to generate significant economic value, with an estimated contribution of €17.2bn (US$20.2bn) to Germany’s GDP by 2040 and thousands of new full-time jobs in highly skilled roles like software engineering and systems development.

European customers will also benefit from local networking infrastructure, including sovereign Points of Presence and a dedicated European Certificate Authority for autonomous SSL/TLS certificate operations.
